I'd suggest forgoing with the cropped jacket and just make the white shirt with those big puffy sleeves. Since it's quite ridiculous to wear a vest, a shirt and a cropped jacket under all that.

So the costume will be white shirt, black vest, blue tie, white half-pants, and black leggings. What do you think?

Sounds ok to me. But I think I could use black skinny jeans instead of the leggings. So the bottom would just be the half-pants.
